Disinformation: USA Conducted Terrorist Attacks in the Occupied Crimea

An article by an author at fondsk.ru, the Strategic Culture Foundation (Фонд стратегической культуры), Yuri Podolyaka was published in an online-edition Geworld.ge on November 7, 2017. The article was titled “’Mikhomaidan’, as an attempt to change the Kyiv Government”. The article claims that terrorist attacks have been conducted in Crimea, which the author labels as the provocations by Washington.

“The opposition of the Ukrainian ‘Pro-Americans’ and the supporters of Petrol Poroshenko was inevitable… Terrorist attacks in Crimea that were totally excessive for Kyiv, seemed very much like provocations carried out by Washington.”

The given claim is groundless and by accusing Ukraine of terrorism, the Kremlin tries to “legitimize” the occupation of Crimea

Accusations of FSB and Vladimir Putin

One of the accusations of the Federal Security Service of Russia (FSB) towards Ukraine concerned the statement on the prevention of terrorist attacks in the occupied Crimea in August 2016, allegedly planned by Ukraine.

On August 10, 2016, FSB disseminated information that they allegedly managed to prevent terrorist attacks on the territory of Crimea planned by the Main Intelligence Department of the Ministry of Defense of Ukraine. According to the official statement, the acts aimed to destroy critically important infrastructure on the territory of Crimea. On the same day, the President of Russia, Vladimir Putin, commented the given issue as well by saying that the Russian special forces prevented an intrusion of an intelligence-diversion group of the Ministry of Defense of Ukraine to Crimea and noted that the Government of Ukraine was not seeking ways to solve problems through negotiations and was proceeding to terror.

Ukraine’s Response

On August 10, 2016, the President of Ukraine, Petro Poroshenko, made a statement in response. He labelled the accusations of Russia about the alleged terrorist attacks organized by Ukraine in the occupied Crimea as a nonsense and cynicism. According to Poroshenko, Ukraine condemns any form of terrorism and will never use it for the de-occupation of Crimea. He noted that Russia had been providing money, arms and support to the terrorism in Ukraine. Poroshenko called the Government of Russia to respect the international law, especially the principles of state sovereignty and territorial integrity.

The Secretary of the National Security Council of Ukraine, Alexandr Turchinov labelled the statements by the Kremlin as an attempt to destabilize the situation in the annexed Crimea, which were aimed at overshadowing the bilateral fire between drunk soldiers of various Russian military divisions.

Russian Propagandist Media

According to the material of a Ukrainian portal Stopfake.org, the coverage of the accusations by the Kremlin on this issue by the Russian media outlets were unilateral and biased. They (the Russian media outlets) fully supported the version of the alleged terrorist attack and diversion from Ukraine’s side.

Russia has been Using the Terrorism Issue for Political Means

Vladimir Putin uses terrorism, as a political tool, in several directions:

  1. By accusing the Government of Ukraine of terrorism, Putin gained public legitimation to “protect” Crimea;
  2. Laws of Russian Federation on the Coverage of Extremism and Terrorism Issues in reality aim to regulate the media content-wise;
  3. In the public eye, Putin’s anti-American calls for standing together to fight against the global terrorism portrays him as the sole legitimate actor in the fight against terrorism;
